DVD-ROMs and CD-ROMs take a goodly amount of power. I thought my CD-ROM was going bad, replaced it, and the second one didn't work either. Turns out replacing the power supply made both of them work.
Check your DVD-ROM in another computer or try an old CD-ROM in yours, just to make sure.
