These choices are very subjective & I'm sure nobody will agree on any answers.
1) Elijah Wood (especially in The Good Son & The War), Lucas Black (The War & Crazy In Alabama) and Joseph Mazzello are probably the most talented. River Phoenix (RIP) may have been the all-time greatest. Barret Oliver is probably my all-time favorite. Of the current crop of young actors, I like HJO, Mason Gamble, Ryan Merriman (Deep End of the Ocean), Michael Angarano (Almost Famous), Christopher Marquette (The Tic Code & lots of TV appearances), John Francis Daley (Freaks & Geeks), and Shawn Pyfrom (lots of TV guest appearances).
2) Kevin Zegers is guaranteed to provide eye candy in his movies. There must be something in his contract which requires at least one shirtless scene. Brad Renfro provided lots of eye candy in all of his movies except The Client (the only one in which he didn't do a shirtless scene). Eddie Furlong provides some nice eye candy in American Heart. He looks especially beautiful with his almost effeminate softness and a very nice shirtless scene. Also expect nice eye candy from Eli Marienthal (Slums of Beverly Hills), River Phoenix (he also seems to have at least one shirtless scene in every movie), Spencer Treat Clark (Gladiator, Arlington Road), Noah Hathaway (Neverending Story, Troll), and Eric Lloyd (Dunston Checks In). Many of the boys I mentioned in #1 are no slouch in the looks department.
3) For pure eye candy, I like Crisscross (David Arnott in his only role), Lord of the Flies (both versions), Black Stallion (Kelly Reno), Mosquito Coast (River Phoenix & Jadrien Steele),
