i use a mac that's why I didn't tell you software title for PC right off the bat cause I have no idea :)
What I do know is that there are quite a bit of PC softwares around, though the two sites i bookmarked are no longer there.
For mac, DVd extractor would do the job. Then you can use quicktime to copy&paste the frame you want into software like Graphicconverter.
